Name This organization is called the CK McClatchy HISP Council; HISP is an acronym for Humanities and International Studies Program. Leadership of the HISP Council is vested in the HISP Board, hereinafter called the Board.

Purpose The purpose of the HISP Council and Board is to:

 

HISP Council Membership Membership in the HISP Council is made up of all parents/guardians of students enrolled in HISP.

HISP Board The HISP Board is comprised of 10-17 members (see Members at Large) recommended by the Nominating Committee and appointed by the Board in April of the preceding year; membership includes representation from all four class levels. The Board meets monthly during the school year. The Board begins their one-year term of service in June. The Board plans and conducts activities for HISP on a regular (approximately monthly) basis, allocates funds for materials and faculty and student enrichment activities, and addresses relevant issues of concern. Roles and responsibilities of Board members are as follows:

Faculty Coordinators – Provide recommendations and guidance regarding parent involvement and support. Recommend expenditures and help the Board assess requests for monies. Provide program updates at Board meetings.


President - Develop agenda for meetings, preside at Board and Council meetings, sign documents on behalf of the Board, facilitate communication among Board members to optimize Board’s effectiveness. President to also facilitate the HISP Council response to issues of concern such as A-G requirements, advocacy of the HISP program, etc. .


Vice President - With assistance from the President and Faculty Coordinators, make arrangements for all HISP Council events, with the exception of the annual cultural events workshops and barbecue. Serve in the stead of the President when needed.


Secretary – Record minutes at meetings as a means of verifying and providing a record of outcomes of discussions and formal actions taken by the Board. Assist President, Vice President, and other Board members with writing and editing when needed. Should be a skilled writer and have word processing experience.


Treasurer – Coordinate, with assistance from other members, fund-raising activities, which consist primarily of requesting contributions from parents. Draft annual budget for board discussion and approval. Maintain regular, ongoing accounting of all financial transactions, including all income and expenditures. Provide monthly accounting reports at Board meetings. Should have experience with spreadsheet software.


Cultural Events Workshops Coordinator – Identify membership of Cultural Events Workshops Committee (which includes at least two other Board members), convene committee and preside at meetings. Make facilities arrangements for workshops. Oversee publicity, student reservations process, purchase of materials, and selection and scheduling of workshop presenters.

HISP BBQ Coordinator – The BBQ Coordinator shall establish and convene the BBQ committee and preside at meetings. The Coordinator shall oversee publicity, purchases, facility arrangements and the BBQ budget.


Volunteer Coordinator – Publicize the need for parent volunteers, organize and maintain database for matching volunteer categories with needs for volunteers and tracking the participation of volunteers. Actively promote the use of volunteers. Should have experience with database software.


Webmaster – Design and maintain a comprehensive website to serve HISP students and prospective students as a primary source of information on HISP activities and requirements. Should be skilled user of web authoring software.


Newsletter Editor – Collect information, write copy, edit, lay out design and order printing for monthly newsletter. Should have experience with word processing and page layout software.

PTSA Liaison – The PTSA Liaison will attend both PTSA and HISP Council Board meetings to facilitate communication. The intent is to create a synergy between both organizations to enhance opportunities for all of the CKM Community.

Public Relations Coordinator –  The Public Relations Coordinator will issue press releases and flyers publicizing events, strategize email campaigns, and generally outline opportunities for communication and celebration of HISP council events and successes. The Public Relations Coordinator will chair the The Public Relations Committee for HISP.


Members at Large – Up to six members at large to provide additional perspective and work on issues, projects, and committees as needed. It is expected that each Member at Large will have designated responsibility for a project, event or committee service.

Board Business – The Board shall conduct business according to Robert’s Rules of Order. A quorum consists of a majority of Board members, including at least two officers. Except as noted in the final section, all Board actions require a majority. (In these Bylaws “majority” is defined as more than half.)

Expenditures - Those authorized to sign checks are the HISP Coordinators, the Treasurer, and one additional officer; checks must be signed by two of the above, including one officer and one coordinator.

Committees – Three standing committees contribute to accomplishing the objectives of HISP:

Cultural Events Workshops Committee – Plans, publicizes and conducts annual cultural events workshops. Chaired by the Cultural Events Workshops Coordinator. Because of the magnitude of this event, at least two additional Board members are expected to serve on this committee.
Barbecue Committee - Chaired by a parent volunteer. Because of the visibility and importance of this event, at least one Board member is expected to serve on this committee and one of the Coordinators serves as liaison.
Public Relations Committee – Made up of the Webmaster, Newsletter Editor and Public Relations Coordinator. The Committee would engage Members- At- Large and or Faculty Coordinator (s) to develop strategies for enhancing the Public Relations of the HISP program. Primary activities include student recruitment, communication with HISP families and CKM administration, and celebration of HISP success. This committee is also responsible for website content. Content approvals to be from the Coordinator and the President.

Other committees may be formed by Board action as needed.

Amendments – Changes in these bylaws and changes in Board membership require a two thirds majority of Board membership.
